APPLICANT REQUESTS THAT:

1.  She be entitled to the Global War on Terrorism Expeditionary 
Medal (GWOT-E).  

2.  She be entitled to the Afghanistan Campaign Medal. 
(Administratively Corrected)

3.  She be entitled to any other medals she is qualified for.

APPLICANT CONTENDS THAT:

She separated from the service before her records were updated.

In support of her request, the applicant provides copies of her 
DD Form 214, Certificate of Release or Discharge from Active 
Duty and a Travel Voucher Summary.

Her complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant’s travel voucher dated 7 Feb 2011 reflects she was 
deployed to Afghanistan from 26 Aug 2010 through 21 Dec 2010.

THE AIR FORCE EVALUATION:

AFPC/DPSID recommends denial of the applicant’s request for 
entitlement to the GWOT-E medal.  DPSID states that the 
applicant's deployment to Afghanistan qualifies her under the 
criteria established for the Afghanistan Campaign Medal and not 
the GWOT-E medal.  The GWOT-E medal is awarded to service 
members who have deployed abroad to specific geographic areas of 
eligibility in support of GWOT operations on or after 11 Sep 
2001, to a future date to be determined.  Service members will 
not qualify for the GWOT-E medal after 30 Apr 2005, but will 
earn only the Afghanistan Campaign Medal.  To grant the 
applicant relief would be contrary to the eligibility criteria 
established by DoD Manual 1348.33, Manual of Military 
Decorations and Awards.

DPSID was able to verify the applicant’s entitlement to the 
Afghanistan Campaign Medal with one Bronze Service Star (w/1BSS) 
and the Air Force Expeditionary Service Ribbon with Gold Boarder 
and one Bronze Oak Leaf Cluster (AFESR w/GB and 1BOLC).  Upon 
the final Board decision, administrative correction of her 
official military personnel record will be completed by 
AFPC/DPSOR.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:

On 5 Jul 2013, a copy of the Air Force evaluation was forwarded 
to the applicant for review and comment within 30 days.  As of 
this date, no response has been received by this office (Exhibit 
C).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice regarding the 
applicant’s request for award of the GWOT-E medal.  We took 
notice of the applicant's complete submission in judging the 
merits of the case; however, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
and adopt its rationale as the basis for our conclusion the 
applicant has not been the victim of an error or injustice.  We 
note the OPR will administratively correct the applicant’s 
records to reflect her entitlement to the Afghanistan Campaign 
Medal w/1BSS and the AFESR w/GB and 1BOLC.  Therefore, aside 
from the administrative corrections to her record, we find no 
basis to recommend granting the relief sought in this 
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
